Commission hears federal grant and NEVI funding risks; heat-pump voucher and EV charging support may be uncertain

A speaker reported that a coalition-level efficiency grant (described in discussion as a grant for heat-pump and efficiency measures) is under legal challenge at the federal level, and that courts are considering whether funds tied to executed agreements will continue to flow. The speaker said that if funding survives legal challenges, voucher and rebate programs for heat pumps and other measures could begin disbursing funds later in 2025; if not, those programs may be delayed or cancelled.
Commission members also discussed National Electric Vehicle Infrastructure (NEVI) funding and a separate $15 million grant referenced in discussion. A commissioner warned that NEVI funding faces political risk at the federal level and said earlier federal announcements that established charging networks (including on federal properties) could be rescinded. The speaker said that if tax credits or other cost-sharing elements are removed, the per-site cost the town could subsidize would shrink, meaning only modest Level 2 charging stations might be feasible for town vehicle needs.
Commissioners encouraged members to follow state and federal announcements and to consider grant timing when planning municipal charging or heat-pump programs. No new town-level funding decisions were made at the meeting.
