Conservation commission sets Marston trail ribbon-cutting, plans May workday and grant outreach

The Bedford Conservation Commission on April 22 agreed to mark completion of the Marston parking area with a National Trails Day event and scheduled several trail workdays while discussing grant options and fundraising to address aging trail infrastructure.
The commission said the Marston parking lot will be ready for a celebration in early June once the contractor hydroseeds the loam and final signs arrive. Members settled on a celebratory event tied to National Trails Day, with a tentative community gathering on Sunday, June 8 at 10 a.m. after members noted conflicts on June 7.
The commission’s Pulpit Rock subcommittee and trail stewards reported active maintenance work. Deborah Evans, Pulpit Rock subcommittee member, said the subcommittee identified a failing crossing on the Ravine Trail as the highest priority for this year and will either relocate or realign the structure and add railings. Evans said the subcommittee will meet for a May 3 workday, beginning at 9 a.m. at the new Boston Road parking area, with a rain date of May 4.
Joanne Smith, trail steward volunteer coordinator, reported that the trail steward team completed a cleanup and invasive species removal at the Marston-Dunlap parking area and will meet at Joppa Hill Conservation Area the coming Thursday to trim invasives along the connector trail.
Kathleen Ports, conservation planner for the town, briefed the commission on grant timelines and options. Ports said the Recreational Trails Program (RTP) grant that funded Marston has long lead times between award and notice to proceed, constraining when work can begin; she said she is consulting with Land and Water Conservation Fund (LWCF) and Moose Plate program staff about whether to pursue acquisition or project grants next. Ports told commissioners that some grants prohibit spending before a notice to proceed and that several grants carry site visits and extended review schedules.
Commissioners discussed fundraising for maintenance and replacement projects, including selling engraved boards for boardwalk fundraising. Members also discussed logistics for the Marston ribbon cutting and parade participation: banners, seed-packet handouts and volunteer staffing of a parade float on May 25. Bill from Bedford Fields volunteered to donate or provide plants for the parade float, and members agreed to coordinate banner layouts and seed-packet distribution by email before the parade.
Ports warned that the town will likely need to prioritize routine maintenance because several trail structures are more than 40 years old and may fail in the next few years. She specifically flagged the Van Loan property bridge as a complex permitting and cost issue because it spans a tier-3 stream and will require a pier in the channel, lengthening the permitting process.
The commission asked trail stewards and the Pulpit Rock subcommittee to provide prioritized lists of recommended capital and maintenance projects to inform grant decisions and staff workload planning.
The commission also noted a desire to reuse banners and other materials for future events such as Old Home Day or a farmers market table and asked staff to produce layout mockups for banners with the new logo and proposed motto.
Ports said she will follow up with grant program contacts and circulate her recommendation for which grants to pursue, asking for member help when application work would exceed staff capacity.
The commission closed the discussion by confirming the May 3 volunteer workday and the tentatively scheduled June 8 ribbon-cutting event, and asked members to respond to an email about parade participation and materials.
