The Daytona Beach Planning Board voted unanimously to recommend approval of a special‑use permit allowing a place of worship to occupy an existing unit in an industrial park at 518 Fentress Boulevard (DEV2025‑081). The applicant will not make exterior changes to the building or site.
Senior planner Danley Peddick told the board the proposed church would occupy one unit of a built industrial/office park and would use existing parking; the lease agreement reported by staff allows the church to use the entire parking area for Sunday services and has assigned parking for the unit during the week. "No modifications to the existing site or building are proposed with the special use permit," Peddick said. Staff found the requested special‑use permit met Land Development Code review standards.
Applicant representative Jessica (Gallop/Gellman—listed in the record as Jessica Gallop) said the congregation (First United) is relocating into larger leased space after outgrowing a nearby site. Board members asked about tax‑exemption and the effect of churches in industrial areas on the tax base; staff explained that whether the tenant is tax‑exempt depends on ownership and nonprofit status and also noted that the special‑use permit process exists so each such use can be reviewed case by case.
Staff recommended approval and the planning board forwarded the special‑use permit to the City Commission with a recommendation of approval; the motion passed by voice vote.
