The Daytona Beach Planning Board recommended approval of a second amendment to the Walmart Supercenter / Sam’s Club Planned Development (PD) agreement to allow a building expansion for an online order pickup area, updated exterior signage and paint, and a net reduction in the PD’s permitted parking from 950 to 890 spaces.
City planner Emilio O’Brien presented the amendment, saying the expansion would add approximately 12,718 square feet to the current Walmart building (from about 206,219 to 218,937 square feet, with a clause limiting total to not exceed 220,000 sq. ft.). The presentation noted the PD amendment does not request LDC waivers, and staff explained that even with the requested parking reduction the site would still exceed the current LDC parking requirement (829 spaces). The amendment also updates PD plan and architectural exhibits to reflect the addition and signage changes.
Board members questioned the reduction in parking given the store’s popularity; several members said the lot already feels crowded during peak periods. Staff and an applicant representative explained that the online pickup area is configured so customers retrieve orders without entering the store and that turnover in those spaces differs from long-term store parking. A local resident and planning board members raised prior code-enforcement and retention-pond maintenance concerns; staff said the city had engaged Walmart previously and that the company took action when the city and code enforcement identified issues.
Commissioner Cantu (referenced by staff) requested that the applicant formalize continuing maintenance and security obligations in the PD agreement; staff recommended forwarding the amendment to the City Commission contingent on inclusion of maintenance/security provisions to benefit the surrounding community. The Planning Board approved the amendment by voice vote; the item is tentatively scheduled for a City Commission hearing on May 21.
