Staff proposes study to expand downtown CRA boundary to include more of Ridgewood Avenue

Redevelopment staff told the Redevelopment Advisory Board they plan to propose expanding the downtown Community Redevelopment Area (CRA) boundary so the city can use CRA funding to support improvements along Ridgewood Avenue and adjacent corridors.
Staff said the first required step is a finding-of-necessity study and a revised redevelopment plan that documents the proposed boundary expansion and the types of improvements the CRA funds would support. “In order to utilize the RA funding, you have to include the Ridgewood Avenue into your redevelopment plan. So we're proposing… to do that initial study,” staff said, adding the work would target the next fiscal year beginning Oct. 1.
Board members discussed the proposed study area: staff described expanding the northern boundary to Mason Avenue and the southern boundary to Bellview, while the western boundary remains the railroad tracks and the eastern boundary the Halifax River. Staff also said the study must assess the whole downtown area as part of the plan, not just the new boundaries, and confirmed coordination with the county is required on timing and statutory limits.
Ending: Staff said the analysis and redevelopment plan update could take several months (staff estimated four to five months) and that a finding-of-necessity report and formal request to the county would follow the study.
