The Daytona Beach Planning Board on a voice vote recommended approval of a small-scale comprehensive plan amendment and a plan-development rezoning to allow heavy-equipment sales, rental and storage at 129 Marion Street.
Staff told the board the request would change the future land use from commercial transition to local service industry for 0.59 acres and rezone the parcel from RDM-5 to PD-RD to bring an existing heavy-equipment operation into compliance. Staff recommended approval and asked the board to forward both items to the City Commission, with first reading tentatively scheduled for May 7 and second reading/public hearing on May 21.
Planning staff described the application as a legalization of existing uses on the site rather than new intensification. The applicant asked several waivers and code modifications tied to nonconforming, existing site conditions: relief from perimeter landscaping and landscape-island requirements that would interfere with the current equipment and circulation; a request to allow milled asphalt “millings” as a temporary surface for storage until the site is redeveloped; and an exception to the LDC prohibition on barbed-wire fencing because the property is used for industrial storage. Staff advised that those modifications would allow the existing configuration to remain until redevelopment.
Applicant representative Rob Merrill of Cobb Cole said the use had been in place for many years and that Bryson Cranes had been using the parcel for crane and truck storage after earlier businesses on the lot closed. Merrill said the redevelopment board had unanimously approved the request and nearby residents at a neighborhood meeting had no objections.
Board members asked about fencing and aesthetics; the applicant said he would add slats and planting screening and replace some fencing material where practical. A board member asked whether the landscaping waivers were temporary and was told that full LDC standards would apply if the property is redeveloped with a different use in the future.
Votes: The board approved the small-scale comprehensive plan amendment (Item 4a) and the plan-development rezoning (Item 4b) by voice vote; no recorded roll call for those items was given in the transcript.
The board’s action forwards the applications to the City Commission for final consideration on the dates noted by staff.
