The Vanderburgh County Council voted to defer consideration of a request to reclassify 10 Superior Court court reporters from PAT‑5 to PAT‑6 so the personnel committee can study the proposal and report back by the council's first meeting in April.
Judge Lloyd, identified as a Vanderburgh Superior Court judge, said the reclassification request covers court reporters who perform supervisory and administrative duties in addition to reporting. "In my office, my court reporter ... supervise[s] the other employees in the office. They keep track of their time. They keep track of their vacations," Lloyd told the council, saying the reclassification matches actual duties and that the current budget has funds available to begin the change now.
Council members raised concerns about a ripple effect across county positions if one group receives a pay change, and several members said a comparative study with similar counties would be useful. The council agreed the personnel committee should compare pay and duties to comparable counties — suggestions included Allen and Tippecanoe counties — and meet with court administrators to gather documentation.
Council member motions to defer were seconded and the body conducted a roll call; the chair recorded six ayes and no nays with one member absent, and the motion carried. The council specified the personnel committee should return findings "on or before" the first meeting in April, and allowed the committee to return earlier if ready.
Ending: Council members who supported the deferral said the committee review is a prudent step that will provide comparative data and preserve budget transparency before any reclassification is approved.
