BROOKLYN — At the May 7, 2025 Uniform Land Use Review Procedure public hearing, representatives for Flushing Condo Holdings LLC presented a zoning map and text amendment for 347 Flushing Avenue (Calendar Item 2347, C240275ZMK / C240276ZRK) to permit interior reconfiguration of the existing eight‑story building, legalize an existing nonconforming residential condo unit, and map Mandatory Inclusionary Housing (MIH) over the condo lot.
Amanda Iannotti, counsel for the applicant, told the borough president’s panel: "The existing building is to remain. There is no enlargement on the exterior." The proposal would convert ground‑floor parking and some lower‑level spaces into additional floor area and retail, increase total floor area from about 141,000 to roughly 163,000 square feet (interior only), and dedicate the entire fourth floor—approximately 26,000 square feet—for community facility use.
Why it matters: the rezoning would change manufacturing zoning (M1‑2) to M1‑5 for the main lot, allow the condo corner lot to be mapped R7‑1 with a C2‑4 commercial overlay, and place MIH obligations on the condo lot should it be redeveloped. The applicant said the proposed M1‑5 district would permit a reduction of required parking to zero; the applicant proposes to retain 86 voluntary parking spaces. Community Board 1 voted to approve the project on April 8, 2025.
Project details and neighborhood context
The building currently contains a mix of retail, commercial and community facility/warehouse uses across its floors. The applicant explained the intent to expand ground‑floor retail and to attract commercial or community facility tenants to the first three floors, with professional offices on upper floors. There are no signed leases tied to the rezoning; the applicant said tenanting will follow market interest.
The application record also noted that a Board of Standards and Appeals (BSA) variance granted in February legalized the existing nonconforming residential use on the condo lot. The applicant said mapping MIH over the condo lot would make affordable housing requirements apply if that lot is redeveloped.
Public participation and next steps
No members of the public attended to testify on the item at the hearing. The borough president will review the record and file a recommendation with the City Planning Commission; written comments were accepted through May 9, 2025.
