HAYSVILLE, Kan. — The Haysville City Council voted May 12 to approve the documents needed to begin a Community Development Block Grant (CDBG) home rehabilitation program under State of Kansas grant number 24-HR-002.
Danielle, a city staff member, told the council the packet contained five required items to start the program, including the state grant agreement, contractor guidelines, a housing rehabilitation plan, a certification regarding lobbying, and a subrecipient-vs-contractor classification checklist. The documents establish how bids will be awarded, who qualifies for assistance and how the funds will be administered through April 29, 2027.
The housing rehabilitation plan included in the packet explains that assistance will be issued as a three-year forgivable loan secured by a lien on the property. Danielle said the contractor guidelines would be included in bid packets, all contracts would require council approval, and the next return to council will likely be to award contractor bids.
Danielle also described the certification regarding lobbying, which confirms federal funds won’t be used for lobbying and that subcontractors must follow the same restriction. The subrecipient-vs-contractor checklist in the packet classifies the city as the contractor under the grant, with the Kansas Department of Commerce acting as the subrecipient for HUD funds.
The council moved and approved the set of documents so administration can proceed with procurement and program rollout. No dollar amount for the total grant award was stated in the presentation; Danielle identified the grant by number and provided the program timeline from April 30, 2025, to April 29, 2027.
Council members did not request additional changes to the program documents at the meeting; staff said they will return to council for contractor awards and required contract approvals.
