Council adopts salary ordinance and six resolutions, including four redevelopment-area designations

Town Manager Michael Griffin asked the council to consider suspending the rules to allow a second reading of Ordinance 25‑01 because the salary changes are time‑sensitive for payroll. Councilman Pettit moved approval; after a first‑reading roll call the council voted to suspend the rules and read the ordinance a second time. On second and final reading, the roll call recorded one councilmember voting “no” during the tally, and the presiding officer declared the motion carried. The council then approved the following resolutions by recorded motions and roll calls:

Town staff said the transfers have no net budget impact but reallocate funds to cover near‑term expenses. - Resolution 25‑07: Temporary interfund loan or transfer under Indiana Code to support cash flow in the redevelopment general fund (motion, second; motion carried). Town Manager Griffin said the RDC levy collections are not due until later in the year while expenses are due now.
