The PUD plan shows units arranged around a central drive that will connect East Ninth and East Tenth streets; no private drives are shown accessing South Cherry to preserve neighborhood frontage. Parking is shown at two spaces per dwelling unit and parking for the first phase, including accessible spaces and dumpster access, will be provided in the northern phase.
City staff and the developer worked with the city engineer to resolve stormwater and floodplain concerns raised during prior reviews. The planner said the city engineer has given approval on the drainage items that had delayed the project, and staff recommended approval of the final plat and PUD with findings as presented.
Commissioners noted the project had been revised after earlier neighbor concerns and that the developer agreed to construct utilities for at least the first phase at the time of the preliminary PUD. The commission accepted findings and then voted to recommend the final plat and the PUD to the City Commission.
