The City of Euclid will pause issuance of new certificates of occupancy and licenses for adult-use cannabis retail and electronic smoking product retail for six months while the city updates zoning regulations, the planning department director told the Planning and Zoning Commission.
The director said City Council took action a few weeks earlier to adopt the moratorium. Staff reported receiving two to three inquiries per week in recent months from businesses asking whether they could open in particular locations, and that some operators were opening without permits and advertising adult-use cannabis sales in violation of city requirements.
The director said the moratorium is intended to give the city time to revise the zoning code to better address where and how these businesses may operate; it is not an absolute prohibition on the uses. The law department assisted in drafting the moratorium ordinance, staff said. The director also confirmed that businesses operating illegally have been shut down.
