Civil Service Commission removes unresponsive names from police eligibility list and certifies new list

The Euclid Civil Service Commission on April 1 removed 10 candidates from the Euclid Police Department's certified eligibility list and voted to certify a new police eligibility list dated April 1, 2025.

The commission removed candidate April Bailey at her request and removed nine additional candidates for failure to respond to communications and application requests. The police department representative told the commission staff had emailed candidates, requested completion of the Guardian application, and documented phone contact attempts; most of the removed candidates had not responded for more than two months.

Commissioner Giannakos moved to remove April Bailey at her request; the motion passed on a unanimous voice vote. The commission then moved to remove the following candidates for failure to respond: James Bentley (No. 14), Eric Garcia (No. 21), Brian Mitchell (No. 22), Aaron Williams (No. 23), Royce Morgan (No. 24), Sydney Decker (No. 33), Rafael Lopez Diaz (No. 39), Dominique Bryant (No. 40), Devonte Powell (No. 42), and Kevin Hatcher (No. 43). That motion passed by unanimous voice vote.

After removals, the commission certified a new Euclid Police Department eligibility list, with a certification date recorded as April 1, 2025. The motion to certify the list passed by unanimous voice vote.

Why it matters: The certified eligibility list determines which applicants may be appointed to the Euclid Police Department; removing unresponsive candidates keeps the list current and ensures appointments come from applicants who completed the required steps.

The police department indicated the removals were based on documented nonresponse to emails, requests to complete the Guardian application, and phone calls; the commission did not discuss corrections to the reasons for removal or appeals during the meeting. The new list will be retained in the commission records.
