Euclid readies consolidated-plan schedule, awaits HUD allocations; CAPER deadline extended to April 30

City staff briefed the Citizens Advisory Committee on April 10 on upcoming public-engagement steps for Euclid’s five-year consolidated plan and annual action plan, on timing for FY2025 CDBG allocations, and on a CAPER filing-extension granted by HUD.
Staff said the consultant working on the consolidated plan (Historic Preservation Group) may attend the May 8 Citizens Advisory Committee meeting to provide an orientation to their work. Staff proposed a May 29 meeting to showcase the draft five-year consolidated plan and program-year 2025 annual action plan (meeting location to be determined; Shore Cultural Center was noted as an option) and said a public-comment period would start June 5 with a public hearing slated for the committee’s June 12 meeting.
Staff told the committee that congressional appropriations language included in a continuing resolution passed in March preserved formula-grant funding levels for entitlement jurisdictions (including Euclid) but eliminated congressional earmarks; HUD is expected to announce local allocations in mid-May, staff said. The presenter cautioned that the expiration of the continuing resolution in September could affect future funding levels and that program eligibility rules might change.
Staff also reported that the FY2024 CAPER (the Consolidated Annual Performance and Evaluation Report) had a submission extension until April 30 because one participating city required a substantial amendment that delayed the consortium submission. “Today is the last day of the 15 day public comment period for the... FY 2024 CAPER,” the staff member said.
The committee was asked to review the citizen participation plan and provide feedback on committee size, meeting frequency, and what would trigger a substantial amendment to the consolidated plan or annual action plan. Staff said written comments are recorded and included in HUD submissions as part of required documentation of public participation; staff said they will transcribe oral comments when needed and incorporate written feedback into the plan or explain why an ineligible suggestion could not be included.
No formal votes were taken. Staff said they will circulate finalized schedules and will return to the advisory committee for review and to gather public feedback during the planned public-comment period.
