Euclid updates trail, park and rec-center projects; 'Top of the Tank' site tabled pending feasibility

City planning staff updated the Citizens Advisory Committee on April 10 about several active parks, trail and municipal construction projects and said the concept for a development atop a water tank has been tabled while engineers study feasibility and easement constraints.
Staff confirmed Euclid received TLCI funding through NOACA for multipurpose trail improvements along Euclid Avenue; the trail will connect Ivan Avenue and Nauman Avenue to Guller Avenue, follow a former Saint Christine’s School/Pinnacle Academy walking path, and is expected to begin in 2025 once contracted engineering plans are finalized. “We did receive a TLCI funding through, NOACA, which was awarded in, back in March,” the staff member said.
Work at Hero Park — lighting and landscaping — will resume as weather permits. The Russell Avenue Park renovation has had its path and picnic area graded and is expected to be completed in June, staff said; construction start was delayed by weather.
Euclid Rec Center construction began in late February; staff reported land clearing and footer excavation are underway. The city is also using CDBG funds to demolish the site at 26111 Brush Avenue; bids for that demolition were unsealed at the Board of Control on March 24, 2025, and staff said they are reviewing bids and expect a decision by the next Board of Control meeting or before April.
Heritage Park Phase 2 is in the engineering and design phase and an RFP is being prepared. By contrast, the proposal for development “on top of the tank” was tabled while staff revisit feasibility, address engineer-identified buildable areas and consider easement issues, including concerns raised by adjacent property owners such as the Walgreens parcel. Staff said they are exploring alternative programming along the tank’s edge rather than building directly atop the structure.
Sidewalk work will continue: staff said the city will soon release an RFP to complete crosswalks and fill sidewalk gaps on streets including Stephan, East 240th (and 240th/8th Street), Lakeland Boulevard and Mayvac Avenue to improve walkability.
No votes were taken on these projects during the meeting. Staff emphasized timing is weather-dependent for outdoor work and that some projects rely on contractor bids and engineering refinements before construction begins.
