City staff (Linda) said she is reviewing the city’s ordinances and noted that permits for contract arborists now exist in the code even though they have not been previously enforced. Linda said the permit form was created recently and that enforcement and administrative processes will take time to establish. Jody said that identifying a heritage‑tree program or other protections for significant trees would require council approval and code language to be drafted. Commissioner Roy noted that property‑rights issues make private‑property tree ordinances legally and politically difficult and said a countywide model ordinance exists as a reference document that some municipalities have considered.
Staff and commissioners discussed practical next steps: a full code review and draft language will be prepared for commission input; the commission would provide feedback before any ordinance is introduced to council; and enforcement mechanisms and legal constraints will be evaluated. No ordinance was adopted at the May 15 meeting; staff described the work as an ongoing review that will return to the commission when draft language and enforcement options are available.
