Redevelopment commission moves forward with appraisals, rezoning and bid process for Larison Boulevard supplier site

The St. Joseph County Redevelopment Commission on May 20 approved staff requests to appraise, rezone, replat and begin the public-offering process for 56120 Larison Boulevard, a property intended to support a supplier village serving the Synergy Energy/GM project at the Indiana Enterprise Center.
Appraisals and rezoning: Staff presented two appraisal proposals an $800 proposal from Appraisal Specialist (Steve Santi) and a $1,000 proposal from Iverson Rose and asked the commission to proceed. Commissioners also approved a rezoning petition to change the property from agricultural to industrial as part of preparing the site for disposition and supplier-support development.
Disposition price and schedule: Staff said the two appraisals set an average appraised value of $4,455,325 for the property. The commission authorized staff to advertise the offering in two St. Joseph County newspapers as required by Indiana law. The advertisement and cooling periods would allow bids to be received at the commission's June meeting (the staff memo indicated a 10-day bid period leading to the June 10 meeting); if no acceptable bids are received, the commission may wait the required 30 days before awarding or reoffering the site.
Why it matters: Staff said the supplier village is intended to concentrate supplier development inside the IEC rather than allowing sprawl, and that at least one prospective supplier is already advanced in interest. The commission approved replatting to consolidate easements and ready the site for disposition.
Next steps: Staff will complete required advertising, collect bids and return to the commission for review at the June meeting; staff also said it could explore additional advertising outside the county if the commission wants to attract a wider regional interest.
