Commissioners approve Fillmore Road change orders, McKinley tree correction and award Community Crossings paving contract

The St. Joseph County Board of Commissioners on April 29 approved multiple infrastructure actions: change orders 1–5 for the Fillmore Road project, a corrected change order for McKinley Highway, and a bid award for a Community Crossings pavement overlay contract.
Skye Meaders of the Department of Infrastructure, Planning and Growth (IPG) described change orders 1–5 for the HRP Fillmore Road project as work tied to adding an access road from Larison to Fillmore to improve site access for R&L Carriers and for other parcels. Meaders reported the change orders total approximately $342,000, about a 13.5% increase to the contract, and said the cost will be funded through the project bond and some reimbursable portions. Commissioners approved the change orders by voice vote.
The board also addressed Reith Riley Construction’s Change Order No. 1 for the McKinley Highway project. Meaders and commissioners noted an incorrect line in the circulated document that appeared to show a $140,000 tree work cost; the accurate change order amount is $3,745, revising the contract to $13,375,122.31, a 0.028% increase. Commissioners approved the change order subject to the corrected dollar amounts.
Finally, IPG recommended awarding the Community Crossings matching grant maintenance asphalt overlay contract (approx. 11.3 miles of paving and about 2 miles of cold‑in‑place asphalt) to Reith Riley Construction for an apparent low bid of $3,281,650.80. Meaders said that roughly 50% of the contract will be covered by a Community Crossings grant; the county’s local share is approximately $1.6 million. Meaders noted these were the most favorable asphalt prices in the last five years and that final construction and inspection costs on recent projects have come in under estimates. The board approved the bid award unanimously.
No project suspensions or additional financing approvals were requested beyond the bond/reimbursement structure described; commissioners asked where funding would come from and received the response that the Fillmore Road increases will go through the redevelopment bond with portions potentially reimbursable.
