County to advertise bids to replace red-tagged elevator at archives center

St. Joseph County commissioners on April 22 approved advertising for bids to replace a red-tagged elevator at the St. Joseph County Archives and Records Center in South Bend.
Bree Roberts, director of physical assets, told commissioners the advertisement is the first step in the procurement timeline and that the county plans two public notices in the South Bend Tribune and the Mishawaka Enterprise, with advertising dates April 25 and May 2. "The elevator in this facility is currently red tagged," Roberts said, and added the replacement will primarily move boxes between floors rather than act as a people mover.
Roberts said funding for the work was approved in prior capital planning committee sessions in 2024 and is available within the archives’ 2025 budget. She said rough quotes from Otis and Schindler elevator companies were near $150,000, which prompted a full public bid. Commissioners moved and seconded the request to advertise and approved it by voice vote (Commissioner Morton — aye; Commissioner Hazen — aye; Commissioner Backman — aye).
Roberts said the bid documents will further clarify scope items including electrical work; some electrical work has already been completed. Staff did not provide an estimated replacement contract award date at the meeting. The board authorized advertisement only; final award will follow the public-bid process and subsequent engineering/maintenance review.
