Council approves annexation of Medical Properties parcel to allow sewer service, 9-0

The Columbus Common Council on Jan. 21 approved an ordinance annexing a parcel identified by the city as the Medical Properties annexation so the property can receive city sewer service.

City planning staff told the council the parcel sits just off the south side of Cargill Road at Champaign Drive and is fully surrounded by existing city limits. Planning staff said the lot contains a house currently undergoing renovation and that annexation is needed to make sewer service available to that address. Planning staff also told the council the city’s comprehensive plan identifies the area for future residential development and that all city departments reported they can provide services to the property. The planning commission forwarded a unanimous favorable recommendation.

City legal counsel clarified that the item before the council was annexation only and did not change the property’s zoning; the parcel remains zoned agricultural. After public input was opened and no members of the public spoke, the council voted to approve the ordinance. The presiding officer announced the ordinance passed 9 to 0.

Because annexation enables provision of city utilities and brings the parcel inside city limits, staff said the change will allow the owner to connect to the city sewer system. Planning staff referenced state law requirements for annexation regarding cost and serviceability but did not cite a specific statute during the meeting.

The council did not identify a mover or seconder on the public audio for the record. No rezoning was requested as part of this action; zoning status remains agricultural unless a separate rezoning is later filed.

The council moved on to other agenda items after the annexation vote.
