Staff said the larger line item aggregates multiple work orders and several sizeable studies (including downtown planning and housing-related studies), legal fees, bond counsel and consultant retainers, and that some payments are billed monthly rather than as a single lump sum. The staff presentation identified several larger recurring and one-time studies as the principal drivers of the increase but did not provide an immediate line-by-line breakdown.
Councilors asked staff to email a detailed breakdown of the projected professional and administrative fees so members could review specific line items. Staff agreed to provide the requested schedule and noted that much of the figure represents budgeted or planned expenditures rather than money already spent.
Staff reiterated that the report will be uploaded to the Department of Local Government Finance gateway and that the April 15 annual report's format is consistent with prior submissions; the only procedural change is the in-person/public presentation requirement enacted in 2023.
No formal action or vote was taken on the report; councilors requested more transparency on specific contractual and study-related expenses and asked staff to follow up by email with the requested breakdown.
