Council members moved and seconded the motions to pass on second reading. The clerk completed a roll call that produced a unanimous 9-0 vote to advance both ordinances on second reading.
The pilot agreement is tied to a development incentive structure under state pilot statutes cited in the packet; the affordable housing fund ordinance creates a municipal account authorized under the cited state code to support housing objectives.
