A city staff member told commissioners the county GIS department provides substantial city-focused services — mapping for police Spillman call data, dispatch support and boundary descriptions for building department work — and the agreement formalizes a shared-position arrangement so the city pays its fair share for allocated city time. The same document will go before Seward County as resolution 25‑09.
Staff said the interlocal agreement includes a provision that allocates a specified amount of the GIS position's time to city functions and that the city budget contains a cushion to cover the local share for 2025 despite the timing of the discussion relative to the city's budget process.
Commissioner Parsons moved to approve ordinance 4,634 and Commissioner Warren seconded; the motion passed 4‑0. The ordinance grants authority to execute the interlocal agreement and directs staff to finalize signatures.
