Voting was split: two members said they would grant parole but one member said they would deny, and the committee explained that the panel requires unanimity for the decision the applicant sought. Because the panel did not reach unanimous agreement, the committee denied parole and left Leland in custody. Members advised Leland to continue medical care and programming while incarcerated.
