The Committee on Parole conditionally approved parole for Ricardo Moreno, DOC 558322, at an April 23, 2025 hearing hosted remotely at Blackman Parish Detention Center and convened at DOC headquarters.
Moreno told the board he committed several simple-burglary offenses and described obtaining a GED and several trade and vocational certificates while incarcerated, including carpentry and network cabling training. Pastor Norris Nash spoke in support and described Moreno’s steady participation in programming and model behavior.
The Jefferson Parish Assistant District Attorney expressed concerns, noting Moreno’s annual assessment recommended further substance-abuse work and anger management. The DA’s office suggested a long-term substance-abuse program would be beneficial.
The board voted to grant conditional parole on the condition Moreno be transferred to Steve Hall to complete long-term substance-abuse treatment prior to release; the board also required completion of anger-management coursework and payment of court-ordered restitution through probation if outstanding. Board members noted the conditional nature of the grant and warned that failing to complete the Steve Hall program would jeopardize the conditional release.
