Hawkins told the board his offenses were driven by drug addiction and that incarceration gave him “an opportunity to take my life from a liability to an asset.” Riverbend staff told the panel Hawkins had worked steadily since August 2022, had no write-ups and had completed several rehabilitation programs including Thinking for a Change and other substance-abuse-related classes.
The panel noted opposition from the East Baton Rouge and Washington Parish sheriffs’ offices and the attorney general’s office, and the East Baton Rouge district attorney registered opposition on the record. Board members weighed the opposition against Hawkins’s record of participation in programming and employment while in custody.
The board voted to grant parole and recorded a condition that Hawkins receive a substance-abuse evaluation and follow any treatment recommendations through probation and parole after release. Board members said the evaluation and treatment follow-up would be supervised by the local probation office.
