Commission recommends rezoning at Broadway and East North Street to B-3

The Crown Point City Planning Commission on March 24 voted unanimously to recommend that the City Council rezone a property at the northwest corner of Broadway and East North Street from I-1 (industrial) to B-3 (business).
The commission adopted a favorable recommendation for petition PC 25-09 and the attached findings of fact. The vote was recorded 6-0 in favor of the change of zone; no public remonstration letters were reported by planning staff.
Gabriela Freitas, representing the petitioner (identified in the packet as BBG Team Inc. / Drive and Shine), said the property is owned by 2000 East North Street LLC and that the city comprehensive plan designates the site for future business use. Freitas said the petitioner has prepared conceptual plans but had no finalized tenants to present at this stage; the rezoning request is the initial step before subdivision and site-plan applications.
Planning staff (Jared) said the property is surrounded by B-3 zoning on the east and south, with I-1 to the west; the petitioner agreed to B-3 rather than B-2 to reduce spot zoning and to extend North Superior Drive south to connect Summit to East North Street, which staff said would help traffic flow. Jared said notices were sent by certified mail, the public hearing was held and the planning department received no letters of remonstration. The planning department recommended approval.
Commission discussion was supportive. One commissioner said the change “was a no-brainer” given surrounding zoning; another said the switch from industrial to business matched the comprehensive plan and would be preferable to other industrial uses.
The commission voted to send a favorable recommendation and to adopt the findings of fact as provided in the packet. The record shows affirmative votes from Dan Rohealy, Joe Sanders, Laura Sauerman, Mike Conquest, Rich Day and John Marshall; the motion carried 6-0.
Planning staff said the petitioner will return for subdivision and site-plan review after rezoning approval. No specific development or tenant was presented at the rezoning hearing.
