Board approves a set of local public-works and administrative items, including Hoffman Street easement and Bulldog Park concrete change order

The Crown Point Board of Works approved several routine but substantive administrative and public-works items at its May 7 meeting, including an easement and right-of-way dedication for Hoffman Street, a consolidated public-right-of-way application for outdoor seating and merchandise, a small contract amendment for a Bulldog Park concrete project, a second surety bond for Surf Wireless, and the addition of a new EMA roster member.

Hoffman Street easement: City staff presented agreements to dedicate an easement at the end of Hoffman Street to provide ingress, egress and a turnaround and to allow public-utility easements; the board approved forwarding the easement and right-of-way vacation to the Common Council for final action. Alex, a city staff member, described the items as related to the Hoffman Street project and asked for board action; the board approved the motion.

Public-right-of-way application consolidation: Josh, a city staff member, proposed combining multiple outdoor seating and merchandise permits into a single public-right-of-way application to simplify administration and reduce duplicate filings. Staff said the consolidated application keeps the existing approval process but adds an administrative approval path when no changes are made and establishes a limit of one advertising sandwich board when complaints arise. The board approved the consolidated application.

Bulldog Park concrete change order: Staff said the board previously approved a $52,500 contract for concrete work at Willock (Bulldog) Park, and requested an additional $4,500 — increasing the total to $57,000 — to complete areas not included in the original scope. Adam, a city staff member, said the higher total would still be below other proposals received; the board approved the additional $4,500.

Surf Wireless bond: Staff requested a second $50,000 bond for Surf Wireless to add protection where the company is working in two areas of the city. Terry, a city staff member, characterized the additional bond as an extra layer of protection after earlier issues; the board approved the additional bond.

EMA roster hire: The board approved adding Doug Kerich to the EMA roster. Staff said Kerich is a retired firefighter who has worked with a neighboring school district and will add capacity to EMA as roster members fluctuate.

Discussion vs. decisions: All of the above items were formal approvals except the forwarding of the Hoffman Street items to the Common Council for final action. The consolidated right-of-way application remains subject to existing administrative review processes and can return to the board if complaints or major changes arise.
