Donation for trail parking
Alex (city staff) told the council a property owner donated a parcel to allow a parking lot to be built to serve users of the Veterans Memorial Trail as the next trail segment is constructed. The council voted to accept the donation and to authorize closing steps for the parcel. The measure passed with an affirmative voice vote.
Acquisition for park entrance and roundabout project
Council members discussed a separate resolution authorizing the acquisition of 1115 East Joliet Street. The state plans a roundabout at the 100th/113th/231 intersection with related local road work; the city seeks to use the Joliet parcel for a new principal entrance to Solomon Park after the state work is complete. Staff said two appraisals were completed in accordance with state statutes and that the average appraisal figure had been discussed with the property owner, who supports the plan.
Funding and timing
Staff recommended using American Rescue Plan Act (ARPA) funds for the Joliet purchase and provided the council an updated spreadsheet of project balances for the Sarbanes project and the skate park to show available balances. Council members noted the city will not finalize the purchase until the state completes the roundabout work and the exact layout is known.
Action and community input
A property representative told the council the family had held the historic property for seven generations and supported the plan for improved safety and ingress/egress. The council voted to authorize the acquisition resolution and to proceed through the legal closing steps; a voice vote passed the resolution.
