At issue was whether the site would use "cottage" standards allowed within R-2 zoning that reduce minimum lot area, lot width and yard depth compared with conventional single-family standards. Community Development Director Tim Teddi told council the item before them was the statutory annexation action required by state law; rezoning and preliminary plat matters are proceeding in parallel.
