Council asks staff to study downtown public restroom options

Columbia City Council asked staff to study possible downtown public restroom options and return with information on locations, costs, cleaning and maintenance requirements and stakeholder engagement.
Councilmember Nick Foster moved the request and Councilmember Valerie seconded. Foster said business owners and residents raised concerns about public urination and defecation; he asked staff to identify feasible options and costs and to include comparisons with other cities, particularly university towns. "The intent of this request is to respond to those concerns," Foster said.
Councilmembers discussed models such as Portland's automated public restroom (the "Portland loo") and asked staff to include examples from cities of Columbia's size and other college towns. The motion calls for staff to determine potential locations, estimate capital and operating costs, outline maintenance and cleaning plans and identify stakeholder engagement steps.
The council approved the request by roll call; staff will return with a report and comparative analysis.
