Redevelopment Commission approves monthly claims after members request clearer invoice summaries

Lawrence City Redevelopment Commission Chair Jarell Blakely moved and the commission approved the month’s submitted claims by voice vote after members asked for clearer documentation of what invoices paid for.
A commissioner new to the board asked whether more detail is available about the invoices, including who is owed and what goods or services were provided. City Controller Humphrey replied, “we do keep track of those invoices and those claims” and said the controller’s office uses accounting software to process payments and will provide monthly financial reports. Humphrey added staff would be available to answer questions about specific vouchers.
Chair Jarell Blakely said the board and administration would prepare “a short document” that gives more descriptive summaries than the current batch register to increase transparency. Controller staff also offered one-on-one sessions to walk members through the voucher reports and how the system generates descriptions that can look like duplicate payments.
After the discussion, the commission moved to approve the claims. Chair Blakely called for the vote and recorded ayes; no nays were voiced.
The approval concludes the commission’s review of the monthly claims; members said they expect the written summaries and controller-led walkthroughs to be available before the next meeting.
