Resident asks council for December financials and 2025 budget clarity

During citizen comments on Jan. 15, Daniel Rapp of Walingwood Drive asked the council why the December monthly financial statement and the adopted 2025 budget had not been posted to the city website. He told the council this was the third time he raised the issue and said residents deserve to see end-of-year revenues and expenses and to know whether 2024 results matched the adopted 2024 budget.
Rapp asked that the administration'either Mayor Woodfield or the comptroller'appear at the March meeting to explain the December financials and to clarify which version of the adopted budget the council approved. He said the matter related to whether the council approved a $31 million or a $28 million budget in 2024 and requested the administration explain actuals and budget reconciliation or, if they cannot, explain why the data are not available.
City staff listening in the meeting encouraged Rapp to provide details (who he contacted and when) so staff could follow up on the trash and service complaints he and other residents had raised and noted the administration is available to meet with council leaders about finance questions. The council did not take formal action on the request but the resident asked for an agenda item in March to allow the administration to report to the public.
