District staff said DOTD (the Louisiana Department of Transportation and Development) offered the funds as payment for right-of-way needed to build the roundabout. Parcel sizes given during the meeting were 10,448 square feet for Parcel 1 and 5,654 square feet for Parcel 2.
Aaron Woods, a DOTD Hammond District representative present at the meeting, described the project schedule as aiming to have right-of-way certified by early June and to let the construction contract in October, though exact dates were not finalized. DOTD staff said driveways and fencing removed during construction are generally restored when work is finished, but one eastern driveway that is too close to the roundabout will be closed permanently; the western driveway and a secondary eastern driveway will remain, DOTD said.
Board member Duncan moved to authorize administration to negotiate and sign the purchase once adopted; Westphaland seconded the motion. With no public opposition, the board opened and closed voting; minutes record the motion passed unanimously. The board later approved a separate resolution granting the superintendent authority to execute the sale documents, with Duncan moving and Piazza seconding; that motion also passed unanimously.
DOTD also noted the district’s monument sign near the corner may be impacted; DOTD typically offers owners the option to sell a sign to DOTD or keep it for a reduced amount. Board members discussed coordinating the proceeds and timing across the parish but did not take additional revenue-allocation action in the meeting.
The board noted the sale resolves a long-standing facilities issue for the north end of the parish and that a separate grant will cover sewer relocation work mentioned in the discussion. The resolution authorizing the superintendent to execute sale paperwork was adopted with unanimous board approval.
