The South Bend Common Council on May 12 adopted Bill 19-25, approving a special exception recommended by the Board of Zoning Appeals to permit two-unit dwellings and preapproved housing plans on vacant lots along Duval and Dale avenues in Council District 3.
Skip Morrell, principal development planner, and petitioner David Njoroge described the proposal as infill housing using South Bend’s preapproved plans (side-by-side duplexes, stacked duplexes and narrow single-family houses) intended to introduce missing-middle housing that matches neighborhood scale. Morrell cited the South Bend comprehensive plan objective H 1.1 encouraging a mix of housing types. The Board of Zoning Appeals and the Zoning & Annexation Committee brought the bill forward with favorable recommendations; no members of the public registered for or against the measure during the public hearing.
Council members congratulated the petitioner and noted the project’s fit with ongoing infill initiatives in the 46613 zip code. The council voted 9-0 to adopt the ordinance.
