Council committee backs creation of two project-specific capital funds totaling about $69.3 million

Willis described both as “capital funds” that will track project expenses and be nonreverting, meaning any remaining balances cannot be transferred into the general fund and must be used only for the specified projects.
The committee approved a motion to consider the two bills together. After a brief public hearing with no speakers for or against, members voted to send Bill 20-25 and Bill 21-25 to the Committee of the Whole with favorable recommendations.
