Zoning committee forwards rezoning for 3527 Lincoln Way West to allow day spa

The South Bend City Zoning and Annexation Committee voted 4-0 Monday to forward Bill 5-25 to the Committee of the Whole with a favorable recommendation. The bill would rezone 3527 Lincoln Way West from S-1 (Suburban Neighborhood 1) to UF (Urban Neighborhood Flex), allowing small-scale commercial uses including the day spa the property owner proposes.
The rezoning request was presented by Skip Morel, principal development planner, who said, "This proposal is consistent with the South Bend Comprehensive Plan, land use 2.2, which is to pursue a mix of land uses along major corridors and other locations identified on the future land use map." He noted the property sits on the Lincoln Way West mixed-use corridor near an area identified as a future regional commercial node.
Owner Cecilia Brown told the committee she recently purchased the 1916 house at 3527 Lincoln Way West and plans to operate Sea of Beauty MedSpa. "We have hauled off 4 dumpsters so far of yard debris from just the exterior," Brown said, describing cleanup already under way. She said the interior will be adapted for spa services; the building has been used previously as office space and a rental unit.
Committee members asked about capacity and parking. Brown said the spa would stagger appointments and serve about three to six clients on a typical day. She said the rear yard already functions as a gravel parking area with seven spaces and that clearing and landscaping could create up to four additional spaces, though she said the business would not require that many.
Brown described services offered at the owner's existing Arizona location and planned for South Bend: laser hair reduction, laser lipo, radio frequency body contouring, light therapy, HydraFacial, spray tanning, health coaching and, at the South Bend location, planned IV therapy and some hair and nail services. She said the business hopes to open around Mother's Day but is waiting for the council approval before marketing or installing signage.
No members of the public spoke in favor or opposition during the committee meeting. After discussion, Council Member White moved to send the bill forward with a favorable recommendation; the motion was seconded and passed on a roll call vote of four ayes.
Bill 5-25 will proceed to the Committee of the Whole for further consideration; committee staff indicated the owner would be contacted about the next meeting time.
