Council advances rezoning to align lots for new duplexes on Sherman Avenue

The Common Council's Committee of the Whole gave a favorable recommendation Jan. 27 to rezone 616 Sherman Avenue from U3 (Urban Neighborhood 3) to U2 (Urban Neighborhood 2) to align the parcel's zoning with surrounding properties and allow the construction of duplexes.
Skip Morrell, principal development planner, said the parcel is part of an infill effort in a near‑northwest neighborhood that includes preapproved duplex plans the city has made available to builders. The petitioner, represented by Chris Abbott of Marsh Consultants, said the project will split three lots into four and add duplexes and accessory dwelling units; Morrell said each of four targeted lots could provide up to three units when accessory dwellings are included, meaning the immediate cluster could total about 12 units.
"For this specific builder, there's 4 lots available... So that's 2 units per lot," the petitioner said, and later Morrell explained that with accessory dwelling units and preapproved cottage‑style houses the total could be greater. City staff told council one duplex is already completed and others are under construction with anticipated completions this year.
No members of the public registered to speak for or against the rezoning. Council members praised the developer and the city's preapproved plan program, citing the Sherman Avenue ribbon‑cutting and the project's contribution to infill and affordable homebuilding.
The committee moved the item to the full council with a favorable recommendation; the ordinance later received final passage at third reading with a unanimous roll call.
