City HR delivers annual conflict-of-interest training to Muncie Redevelopment Commission

Patty Goddard, President of Human Resources for the City of Muncie, presented the commission’s annual conflict-of-interest and disclosure training. Goddard said the session is a statutory annual requirement for appointed boards and stressed that the training is not legal advice.
Goddard reviewed gift rules (gifts from persons with a business relationship or trying to influence the commission are prohibited, with limited exceptions for light refreshments, incidental mementos and meetings with 25 or more attendees), honoraria rules (any honorarium for speaking must be turned over to the city controller), moonlighting guidance, and the core rule that commissioners must recuse from votes in which they, immediate family, or a business they serve has a financial interest. She said contract rules require disclosure and written statements where a commissioner has a financial interest in a city contract and that disclosures will be reviewed by the appointing authority.
Goddard also reviewed limitations on use of confidential information, use of city property, nepotism and prohibition on representing oneself in political activities as a commission member. She requested completion of required disclosure forms no later than the following Wednesday and provided contact information for HR and the city attorney for follow-up. Commissioners asked clarifying questions about acting individually on policy topics and were reminded that policy expressions require commission approval.
