District reports CSO-13 closure, equipment upgrades and hiring openings

District staff reported operational progress and upcoming purchases at the Jan. 22 meeting, including the closure of a local combined-sewer overflow tie and purchases tied to grant funding.
Rick Conrad, district administrator, said the sanitary district has seven positions posted across departments, including openings for laborers, a wastewater operator and an electrician. Conrad also thanked field crews working in extreme cold and noted the district is rolling out employee email-phishing training developed by Tim Stover in IT.
Jason Ingram, superintendent of the water pollution control facility, said CSO 13 has been closed and that the district is awaiting optical brightener testing from the Bureau of Water Quality and exhibits from United Consulting to support removal of CSO 13 from the facility—s permit. Ingram reported the plant treated "5,880,000,000 gallons of wastewater" in 2024 and that about "8,455 tons of biosolids" went to landfill over the year, as stated in his update.
Ingram also described equipment purchases: the district received a new compressed-natural-gas (CNG) sludge dump truck and will decommission an older truck and send documentation to Drive Clean Indiana, which will issue a reimbursement check of $90,000 tied to a 2023 grant application. The district has ordered a 2025 Ford F-150 extended cab and a 2025 Ford cargo van under the Sourcewell contract; older vehicles will be sold through govdeals after delivery.
Other operational notes: Ingram said plant staff replaced two pumps at the McCullough Park lift station that dated to 1976, and that the district is updating its on-site camera security system. Conrad and commissioners recognized retiring engineer Doug McClellan, who will retire Jan. 31 after 27 years of service.
No formal vote was required for the operational updates. Staff invited interested applicants to apply for open positions via the Muncie Sanitary District careers page.
