Commissioner objects to unpaid documentation after E & B paving payment; claims approved

Craig Wright presented the monthly claims, noting bond payments and time-sensitive items. A commissioner raised repeated concerns about the completeness and accuracy of previous meeting minutes and about a payment related to E & B Paving for work at Wiltshire that the commission had earlier asked be held for additional backup documentation.

The commissioner said he reviewed the meeting video and identified “13 to 20 pretty consequential items not included in the minutes” and asked to table the minutes for correction. That motion to table failed. Concerning the E & B payment, the commissioner said the commission had voted in 2023 to hold the payment until documentation was provided; Wright and city staff said the contractor had been paid because the work was determined to have been completed to the satisfaction of the city engineer, Adam Leach, and that materials were supplied by the vendor. Wright said he had notified the property owner that utilities billing would be invoiced to the new owner and that he had emailed the relevant invoices. The commissioner said he would put his notations to the secretary for review.

After discussion, the commission approved the claims by roll call. The vote was recorded as unanimous (Mr. Bishop, Mr. Dale, Mr. Miller, Mr. Prabilla, Ms. Waggly all voted yes). The meeting record shows continuing disagreement about whether board approval to hold the 2023 claim was honored and whether the commission’s claims-approval process is merely a record of payments or an approval mechanism.
