Muncie committee hears objections and questions as city considers annexing four neighborhoods

MUNCIE — The Muncie City Land Traffic Committee on Jan. 6 heard detailed public comment and staff explanations on four proposed annexation ordinances that would add parcels in Farmington (Ordinance 29-24), Heron Point (30-24), a 12-acre city parcel donated by Ball State University (Ordinance 31-24) and Westminster Village (32-24) to the city limits.

Residents at the meeting urged the committee to delay or withdraw some proposals, citing incomplete notice, uncertainty about street repairs and concern over changes in which local governments receive property tax dollars. City staff and the mayor said the annexations follow state law procedures and the city’s fiscal plan, and they outlined how remonstrance and petition rights would work if the council adopts an ordinance.
