Board approves 12-month front-desk contracts for two retired officers

The Board of Public Works and Safety on Jan. 29 approved 12-month employment agreements for two retired officers to serve as front-desk special police officers at City Hall.

Chief Sloan of the Muncie Police Department told the board the agreements renew contracts for the front desk employees, identified as Damon Stovall and Richard Redshaw. Chief Sloan said the two are special police officers recognized by the Muncie Police Merit Commission and serve as the point of contact at City Hall.

“Both are special police officers that are identified by the Muncie Police Merit Commission. They are the point of contact for us at the front desk. They do reports and motor checks. They answer phones, answer alarms or key holders. They run the metal detector and security and occasionally make arrests if necessary,” Chief Sloan said on the record.

Chief Sloan described the positions as relieving road officers of station duties by handling front-desk reporting, answering phones and performing security checks. The contracts were described in the meeting as 12-month renewals for employees previously employed in those roles.

The board moved and approved the employment agreements for the two officers by voice vote; three affirmative votes were recorded in the transcript and no roll-call was recorded.

The transcript includes an inconsistent spelling for one of the officers earlier in the meeting (recorded once as “Bradshaw” and later as “Redshaw”); the board motion used the spelling Richard Redshaw. The transcript does not include salary, start date or other contract terms beyond duration and duties described by Chief Sloan.

No external statutes, ordinances or merit-commission documents were cited in the recorded remarks beyond Chief Sloan’s statement that the officers are identified by the Muncie Police Merit Commission.
