Muncie board approves design-build contract for Till Pond recreation area

The Muncie Board of Public Works and Safety approved a professional services design-build contract with Flatland Resources for recreation improvements at Till Pond during its Feb. 12 meeting, City Engineer Adam Leach said.
Leach told the board Flatland was selected through an RFP process as “most responsive” and that the negotiated contract is before the board. He stated $500,000 of the project “is being paid for by a grant,” and said the remainder “$431,000 is gonna be paid for through MRC and or EDIT,” adding that a city official confirmed that funding.
Leach described the project as an effort to create an improved natural-area park: “This is to build basically a parking lot, put in a — I think it's a half mile trail, around it. Folks that wanna take a nature jog, that type of thing. It will be an improved trail. It will also have fishing piers. It is kinda meant to be more of a natural area park,” he said. He said some clearing work already began with his consent to avoid interfering with sensitive habitat.
Leach told the board construction is anticipated to be complete by the end of the year, subject to weather and unforeseen site conditions, and that the park would likely open the following year.
A board member moved to approve the contract and a second was recorded; the board voted aye and the motion carried.
