Muncie Board of Public Works approves $1.24 million in claims, OKs High Street Square easement; tables Prairie Creek trail contract

The Muncie City Board of Public Works and Safety approved $1,242,756 in claims and authorized a dedication of a public‑utility and access ingress easement for High Street Square on 301 North High Street during its March 5 meeting, and tabled consideration of a Prairie Creek Trail construction contract until the parks board and legal staff complete review.
Craig, the register of claims, said, "Sent out the claims, yesterday, before noon," as the board considered the weekly register. A motion to approve the claims for $1,242,756 passed with all members present voting in the affirmative.
A Department of Public Works staff member described the easement at High Street Square as "basically a dedication of a public utility and access ingress easement" over property at 301 North High Street, currently held by what the presenter said was formerly DAC and now the Greater Muncie Economic Development Corporation. The staff member said the easement will cover access for a parking lot and stormwater and sewer improvements between a park under construction and an adjacent parcel intended for future redevelopment. The board approved the replatting and dedication as presented.
Board members also moved to table a contract related to the Prairie Creek Trail. A Department of Public Works staff member said the Prairie Creek project had received a construction grant for a trail south of the campground and that the item was pending parks‑board consideration and legal review. The board agreed to delay final action until those reviews are complete.
Other routine business included approval of the Feb. 26 meeting minutes. The meeting concluded after the board addressed new business and heard no further items.
Next steps: the Prairie Creek Trail contract will return to the board after the parks board and legal staff finalize details; the High Street Square easement is authorized for signature to allow the utility and access work to proceed as described by city staff.
