Board approves summer and spring events including Forward Visions Black Music Month and Muncie Black Expo
Summary

The Muncie Parks and Recreation Board approved multiple event permits during its Feb. 18 meeting, authorizing two large public events in city parks and a suite of events at Prairie Creek Reservoir and other park sites.

- Forward Visions — Eighth annual Black Music Month celebration at McCullough Park, June 28: Motion to approve passed by voice vote. Event organizers will provide security and a vendor list to parks at least one month before the event; Forward Visions said it will award two $1,000 music scholarships during the concert and expects about 300 attendees.
- Muncie Chapter Black Expo at Hicken Park, July 17–20: Motion to approve passed by voice vote. Parks will provide tents, stage, bleachers and porta-potties as in-kind support; organizers expect roughly 200–300 attendees and will provide security and vendors.
Prairie Creek and reservoir events (each approved by voice vote):
- Bass Lafayette fishing tournament at Prairie Creek beach area, July 20 (6 a.m.–3 p.m.): Approved; no vendors or security requested.
- Indiana Walleye Anglers tournament, May 4 (6 a.m.–3 p.m.), expected up to 24 boats: Approved; no vendors or security requested.
- Light Horse Club roundup (Indian Hill camping area), June (dates provided to staff): Approved; club uses private security and rents RV sites and tents; estimated 50–100 attendees.
- Jeep Roundup (Prairie Creek), June 7: Approved. Organizers may close ATV/off-road trails on the south side of the park for the day to allow larger vehicles to stage and use the designated trail area; event includes food and craft vendors, security and a fundraising component for Delaware County veterans.
- Harris Chapel Church of the Nazarene Easter egg hunt at the reservoir beach, April 16 (Easter egg hunt 6–8 p.m., set-up midday): Approved; event expects 300–400 attendees; security identified as Jeremy Dye and organizers will tape off the beach area for the event.
Board members moved and seconded the motions and approved each event by voice vote; where organizers committed to providing security and insurance, the board noted those provisions in the event descriptions. Parks staff will follow up with event organizers for vendor lists, insurance certificates and operational details.
