Muncie Ethics Commission adopts complaint procedure and standardized complaint form

The Muncie Ethics Commission voted unanimously on multiple procedural items Wednesday, adopting a formal complaint procedure and a three‑page complaint form that set how complaints are filed, reviewed and (when required) made public.

The commission approved the complaint procedure and the complaint form by roll-call votes, with Commissioners Chip Taylor, Susan Dillon, W.C. Edwards, Sandra Whitaker and Chair Jim Lowe recorded as voting yes on each item. The commission earlier approved its general rules and procedures and the prior meeting minutes.

Why this matters: The adopted procedure sets who receives complaints, how confidential information is handled, and the steps the commission will take — from initial review through potential investigation, referral or a public hearing. That creates a single, documented process for residents and employees and clarifies how sensitive information will be protected during an investigation.
