Northside Neighborhood seeks approval for stone bench in right of way; Board advises engineering review

Representatives of the Northside Neighborhood Association told the Muncie Board of Public Works and Safety on May 7 that they plan to install a stone bench in the right of way near historic stone pillars at Wheeling and Coeing and asked about the board-approval process.
Aaron Knapp, secretary of the Northside Neighborhood Association, said the bench would match the pillars' style, measure about 18 inches high, 6 feet wide and 2–3 feet deep, and could include a footer extending to frost depth for stability. He said the group hopes to place a time capsule in the bench and has funding available through the end of 2026.
A board member advised Knapp to consult with City Engineer Adam Leach and submit documentation showing the proposed footer and any utility clearances. "Just to be sure, we're not sure what's under the ground there, and let's just make sure what's safely under there," the board member said. The engineer may request foundation drawings or utilities information before placing the item in the right of way.
No formal board vote was taken. The neighborhood group was advised to meet with engineering, include requested documentation with any formal application to the board, and follow city guidance on right-of-way installations.
