Board members met on a regular session and heard a presentation outlining the planand the community engagement that informed it. The plan combines the state—required programs into one coordinated strategy and sets measurable goals for four key indicators: four‑ and five‑year graduation rates, third‑grade English language arts scores, the share of ninth graders on track to graduate, and regular attendance (students attending at least 90% of school days).
District staff said the plan was developed through a multi‑stage process that included a needs assessment, staff surveys, parent meetings (in English and Spanish), and student input from both high schools. Presenters said the district analyzed the 2023–25 plan results and found measurable improvements in the key indicators, which informed the new strategies and targets.
Key strategies in the approved plan include building a culture of care and belonging (social‑emotional learning and family engagement), raising academic achievement (guaranteed and viable curriculum, literacy coaching and targeted math support), and expanding college and career (CTE) opportunities K–12. The plan also includes continued use of Integrated Guidance funds for community care specialists, interpretation services and targeted after‑school supports.
Presenters emphasized the planis meant to "braid" multiple funding streams to accomplish the districtthree strategic goals and said the document will be updated again in two years as required by state guidance.
The board approved the plan by voice vote during the meeting; the motion carried with no recorded opposition. District staff will submit the plan to the Oregon Department of Education by the April 30 deadline and begin implementing the approved activities on July 1.
Staff and trustees said next steps include setting the specific numeric four‑year targets for each metric in consultation with the state and rolling out the professional development, student voice work and family engagement activities outlined in the plan.
