City outlines 2025 ‘Aspire’ construction season, including Benham Avenue closure and new housing projects

The City of Elkhart on March 3 laid out the work plan for the 2025 Aspire construction season, with projects intended to improve neighborhood quality of place, infrastructure and public-safety capabilities.
Alex Otto, the city’s director of communications, said the Benham Avenue closure begins the next day with a 10:30 a.m. kickoff at the YMCA parking lot at the Benham underpass. The Benham project includes a lift station installed by public works to reduce historic neighborhood flooding, plus beautification and traffic-calming measures. Otto said the Oakland wastewater storage tank project will begin in March; staff asked council members to direct technical questions to Tory Erwin of public works.
Housing-related projects highlighted include The Flats at Pine Creek (previously called Crossroads 41), which Otto said will begin in May and will reserve about 13% of units for households at or below 80% of area median income. Another housing project at 515 East also is scheduled to begin in May and is described as serving primarily households at 80% AMI.
Otto said the Kasopolis Gateway and streetscape work is expected to finish in the second quarter, weather permitting, and Woodland Crossing has multiple milestones this year including a Goodwill ribbon cutting. He noted the Blazer Boulevard railroad crossing rebuild is being completed by Patriot Railroad and is not a city-managed project. The city plans a quarterly cadence of updates on Aspire projects.
Council members thanked staff and the communications office for the overview; no formal vote was required. Staff said further details and schedules would be provided in May when the city presents the next quarter’s project list.
